The modern historical and legal sciences and the regulations in force define the legal security of the internal troops as a set of legal and regulatory measures implemented by the military administration (military personnel) aimed at creating sufficient legal conditions for the domestic forces to carry out the tasks assigned to them by law and ensuring the legitimacy of the actions of the military in the discharge of their duties. Historians share almost 200 years of internal troop history for three periods: (1) 1811-1917 pre-revolution period; (2) 1917-1991 Soviet period; (3) since 1991, modern period.
